The Permitting Specialist will contribute to the development and effective implementation of all processes and systems that ensure the Jewett Mine maintains compliance with all applicable environmental laws, permits and regulations as well as corporate environmental policies, goals, targets, and compliance programs.


Essential Duties/Responsibilities:


  • Coordinate the timely filing of all environmental regulatory agency (Texas and Federal) mining and reclamation permit applications including permit renewals, amendments and revisions so that the Jewett Mine operates in compliance with all applicable laws and regulations.
  • Provide technical support in preparing the maps and narrative text for these permit submittals.
  • Work with our engineering and environmental consultants in the preparation of their portions of the permit submittals as needed.
  • Organize electronic and physical records and files of these submittal packages.
  • Arrange for publication to local newspapers and mailings to landowners as required for these submittals.
  • Provide responses to the environmental regulatory agencies when staff comments are received.
  • Coordinate regulatory report submittals on a quarterly or annual basis, such as the RCT Quarterly Activity Report, RCT Quarterly Surface Water Monitoring Report, RCT Annual Minesoil Monitoring Report, and the RCT Annual Soil Fertility Reports.
  • Work with Operations personnel and the appropriate consultants to ensure monitoring requirements are met.
  • Coordinate the filing of phased bond release submittals.
  • Work with consultants to make sure all subparts are complete.
  • Interact with landowners as needed regarding the need to obtain post mine land use consultations and bond release status on their properties.
  • Establish and maintain relationships with the other Texas mining companies through being on applicable committees with the Texas Mining and Reclamation Association and participate in their regularly scheduled meetings.
  • Assist the Mine Planning Engineer in scheduling reclamation projects based on their regulatory timeframe for completion
  • Assist with developing applicable portions of either the fixed or projects annual budgets.
  • Provide engineering, design, economic justification, and specify parts and materials for projects and modifications on an as-needed basis.
  • Conduct and/or procure training as required to maintain any professional licenses.
  • Work effectively in a team environment as a leader, member and/or facilitator.
  • Perform other duties and assignments as required.


Minimum Requirements:


  • Bachelor’s Degree in Civil or Mining Engineering, Environmental Sciences or related field with two years’ experience in technical support of a surface or underground mining operation
  • OR
  • High School Diploma /GED with 10 years’ experience in technical support of a surface or underground mining operation.


Preferred Qualifications:


  • Professional Engineering license in Texas
  • MSHA Pond Embankment Certification


Working Conditions:


  • This position is a combination of work in an office and a surface coal mine setting.
  • Requires wearing personal protective safety equipment (hard hats, safety glasses, steel toe boots/shoes, hearing protection, etc.) when in the field.

  • Ability to operate a motor vehicle; must possess a valid state Driver’s license.
  • Self-starter capable of critical and analytical thinking and problem-solving.
  • Strong interpersonal and organizational skills; ability to communicate technical information effectively both orally and written.
  • Ability to operate effectively in a team environment.
  • Ability to read, create, and follow written policies and procedures.
  • Ability to read, write, and understand English.
  • Proficient in the use of a PC, and Windows & Microsoft Office applications with particular emphasis on spreadsheet, scheduling, equipment performance and word processing programs.
  • Ability to read and understand technical information, prints and engineering data, equipment specifications, interpret charts and graphs.
  • Thorough understanding of surface mining and reclamation operations and equipment and the interrelationships between them.
  • Understanding and knowledge of MSHA safety regulations.
  • Ability to work with consultants/contractors and direct their project work scopes.
  • Previous experience preparing environmental regulatory applications or revision submittal packages to the Railroad Commission of Texas and applicable Texas Commission on Environmental Quality departments or Federal agencies
