Responsibilities:

  • Implement, maintain and administer procedures, orders, and plans for compliance with all applicable EH&S regulations.
  • Review compliance procedures and plans prepared by others.
  • Procure materials and equipment necessary to implement plant compliance procedures and plans.
  • Prepare regulatory compliance status reports for plant, executive director, partnership, and corporate entities; prepare required periodic submittals to regulators, prepare required incident reports, and maintain appropriate files.
  • Prepare and conduct training for plant personnel on compliance topics.
  • Review the practices of outside contractors to ensure compliance with applicable safety and environmental requirements.
  • Assist plant supervisors in monitoring acceptance and implementation of plant procedures by plant personnel.
  • Sample and test process streams.
  • Coordinate contracts with outside laboratories and interpret lab results.
  • Cooperate with other plant personnel to develop plant EH&S procedures and policy statements.
  • Participate in compliance audits of the plant's EH&S systems.
  • Perform internal self-audits of EH&S systems. Assume HAZWOPER duties as assigned.
  • Develop and maintain close relationships with local, state, and federal agencies and regulators.
  • Monitor changes in the regulatory environment and provide comments to government agencies on pending regulations as instructed by plant and partnership management.
  • Monitor the activities of regulations and the compliance activities of other industrial facilities in the BMI complex and in the Las Vegas valley.
  • Coordinate Saguaro's activities with those of Saguaro's neighbors.
  • Represent Saguaro in the Southern Nevada CAER group, and other coordinating and lobbying groups as requested by plant management.
  • Coordinate Saguaro's compliance programs with other NRG facilities.
  • Reduce the cost of EH&S compliance by developing improved methods of monitoring, testing, and reporting.
  • Direct or assist in the implementation of new techniques and systems.
  • Perform an economic analysis of proposed changes to plant compliance systems.
  • Select and monitor hazardous waste transporters and treatment, storage and disposal facilities.
  • Perform risk assessments of plant equipment as required by regulatory agencies.
  • Perform other duties as assigned.

 

Minimum Requirements:

  • Bachelor’s degree in environmental science, biology, engineering, or other related disciplines
  • Minimum of three years of experience performing EH&S-related work
  • Must be willing to complete an electrical utility power plant operator training program and spend a requisite amount of time (three to six weeks) in the specific plant
  • Familiarity with government and contractual requirements in the following areas:
    • air quality, including monitoring, reporting, and permitting,
    • water quality, including NPDES and SPCC,
    • hazardous materials management,
    • hazardous waste management,
    • emergency response,
    • process safety management,
    • injury and illness prevention programs,
    • hazard communication,
    • personal protective equipment including respiratory protection and hearing conservation
    • medical/personal monitoring and first aid,
    • fire prevention,
    • chemical hygiene,
    • confined space entry.

 

Preferred Qualifications:

  • Track record of developing strong relationships with regulators
